The structure appears complete, and is available for use.

A structure is listed as completed as soon as two conditions are met:

1. The framework and shell are finished;
2. At least part of the interior is ready for occupancy.

This phase ends as soon as any demolition begins, although it can be returned if damage is restored. If major reconstruction or remodeling work commences, then the status is temporarily changed to 'under renovation'.

The initial completion of a structure does not depend on its actual usage, only on its actual potential for usage. A vacant structure is still considered completed, and the necessity of interior fit-out does not relegate it to a construction status as long as the structure itself has assumed its basic form and major exterior details are complete.
