A vertical addition to a built object is proposed at the first announcement of plans for construction of a significant addition resting on top of the existing object. If the addition will extend out to the side, it should be classified as a horizontal addition.

The proposed addition rests on the existing object. A side extension abutting it on new foundations is a horizontal-addition proposal.

The first announcement establishes the proposal event. Formal approval and construction commencement are separate steps.
