Construction is expected to start in the future.

Structures listed as 'planned' are active proposals which have a reasonable likelihood of starting construction in the future. This phase spans the time from the initial public announcement of the design until the first segment of the structure's foundation is laid in the ground.

In general, structures should only be listed as planned after an architectural design has been created. Vague development plans should only be listed when the proposal is serious and important, and when basic specifications have been released (usage, floor count, exact location).
