Its status depends on local law. A barrio can be a legal territorial division with a fixed boundary, or a customary urban place whose name is established without a separate government.
In Puerto Rico, barrios and barrios-pueblo are the primary legal divisions of municipios. A subbarrio is a further legal subdivision of certain barrios and barrios-pueblo.
