A site specifically reserved by its owner or lessor for prostitution through the sale of sexual intercourse.

A brothel is a site designated for the sale of sexual intercourse. It does not include locations such as hotels and bars where prostitution occurs on the side -- whether legal or not, it must be specifically reserved for prostitution activities by its owner or lessor.
The premises must be designated for that activity by the owner or lessor. Incidental prostitution at a hotel or bar does not meet this condition.
Legal status is not a condition of the definition. A strip club offering performances alone has a different defined activity.
