A legal certificate is issued by the government allowing occupancy of a structure to begin.
An occupancy permit is issued when the governmental body with jurisdiction over this matter (usually the municipal government) issues a legal certificate stating that the structure is ready to be occupied and therefore allowing occupants to begin moving in.
The recorded milestone is issuance of the certificate by the responsible authority. It is separate from the date an inspection occurs or the date the first occupant actually moves in.
The issuing body is whichever government has jurisdiction over occupancy approval. A municipal authority is usual, but the definition does not require one governmental level in every location.
