Planning events are milestones in the development, planning, and design of a built object. Many of them typically occur before the start of construction, but certain events in this category may also occur later.
The milestones concern development of the project and its design. Many precede physical construction, but later design or development activity can also produce planning events.
An event's planning character is therefore separate from the object's status at that time. The occurrence need not fall entirely within the planned phase.
