A judicial division is a division whose areas assign a place to the court competent for it. Court organization law sets the boundaries, and the court named for an area hears the matters arising in it.

Such an area covers whole municipalities as a rule, because competence must be unambiguous, and it changes when courts are merged or a new one is established. Different branches of jurisdiction divide the same ground separately, so several judicial divisions can overlap.

An administrative division is maintained by the municipality for its own purposes. A judicial area exists so a matter reaches the right court and has no administration of its own.
