A structure with this status stands finished and empty. Nobody occupies it and nothing operates inside it.

It is still a completed building. Standing empty says nothing about the fabric, which is why the status sits under existing and not on the way to demolition.

What separates it from ordinary vacancy is that the emptiness is total. A tower with empty floors and a working lobby is in use; this status is for a building where nothing at all is.
