A barrier used to prevent water from crossing or overflowing onto the other side.
A water retention barrier is a wall, berm, levee, dike, screen, or other object whose purpose is to prevent water from flowing, penetrating, or otherwise crossing onto the other side.
The barrier restrains water passage across its position. A wall, levee, or other retaining object can provide that function.
Holding water for supply and keeping floodwater away are more specific purposes. One retaining barrier can have both functions.
