village
A small populated place with its own local government, placed at the city tier.
A village is an inhabited place with some form of local government, smaller than a town. SKYDB places villages at the city tier, alongside towns and cities.
Village is a legal status in some countries and a description in others. In parts of the United States it is an incorporated municipality with the same powers as a city, while elsewhere it names a settlement with no separate administration at all. Only the first kind belongs here as a region.
A settlement with no government of its own is a place inside a municipality, not a region beside it.
