A quarter is a named section of a settlement, defined by customary identity or by an official subdivision.
The term does not require the place to be one fourth of the settlement. Its boundaries can follow an older locality, a recognized urban section, or an administrative scheme.
A neighborhood has the same local-place character in many systems. A district more strongly implies an official territorial function, while a suburb identifies a place by its position within an urban area.
