Physical state does not restrict the usage: raw chemical gases, liquids, and solids are all included. A more specific commodity-storage definition takes precedence where applicable.
Packaged chemicals and finished chemical products in a warehouse are outside this meaning. The definition concerns the bulk raw substance.
