A screen or surface on the building's exterior surface capable of displaying moving images.
A video screen on a building facade is any surface permanently attached to the building's exterior which can display moving video images or light patterns. The screen or surface must be visible to persons outside the building (inward-facing screens do not count).
The display surface is permanently attached to the exterior and can show moving images or light patterns. It must face an audience outside the building.
An inward-facing screen is excluded even when mounted near the facade. Ornamental illumination describes decorative lighting fixtures and separately excludes moving-picture monitors.
