observation deck height
The vertical distance from the base of a structure to its highest outdoor public viewing area.
The observation deck height is similar to the observation floor height, except that it applies to the highest outdoor viewing area. It may be above or below the observation floor.
The lower reference is the base of the structure. The upper reference is the outdoor viewing level itself, rather than a roof, mast, or railing above it.
An outdoor deck can sit above or below the highest indoor observation floor. Public viewing access distinguishes an observation deck from an outdoor level reserved for maintenance.
