A project is announced when a reasonably detailed design concept exists and details of it are released to the public for the first time, or, if earlier, when any recorded mention of the design can be cited.
This event marks the beginning of the planning phase of a structure, and sets its status as proposed unless any further developments supersede that status.
An earlier recorded mention can establish the event before public release. The design concept must already be reasonably detailed; the earlier conception of the project alone is insufficient.
