Completion of intensive renovation affecting at least 10% but less than all of a structure's space, excluding routine fit-out.

A partial renovation is finished when intensive renovation work affecting at least 10% (but less than 100%) of a structure's space is completed. It does not include regular interior fit-out in preparation for a new occupant. Any renovation work affecting less than 10% of a structure's space can be considered a routine upgrade, and does not significantly change the status of the structure.

The affected area must meet the 10 percent minimum and remain below the whole structure. Routine fit-out for a new occupant is excluded even though it changes the interior.

Total renovation ends covers a program across all major internal spaces. The partial-renovation endpoint completes the qualifying work that began at its own commencement.
