A bird shelter is a structure built for housing or sheltering birds in a free and open environment. It does not include enclosures or shelters for birds used in agriculture or displayed in zoos or petting zoos.
The shelter serves birds in an open setting rather than an enclosure for agricultural production. The birds' presence is not an exhibition purpose.
A zoo or petting-zoo enclosure has the display function expressly excluded above. The shelter's housing role remains separate from those managed display facilities.
