structure rises above base

The first elements of a structure are fixed in their places above its base level.

A structure begins rising above its base level when its first constituent elements are fixed in their designated places above the baseline (generally above ground level). This event marks the beginning of the frame assembly status.

Elements must be fixed above the baseline. Foundation work below that level can already be underway before the structure begins to rise above its base.

The first elevated members begin frame assembly; framework completion requires all load-bearing members to be in their designed places. Delivery of members to the site alone satisfies neither event.
