A beverage store is a retail outlet whose main product is packaged drinks, and which offers a general array of these including any combination of liquor, soft drinks, juices, milk, water, or other beverages. If it specializes in alcoholic drinks, with little if any selection of non-alcoholic beverages, then it should be classified as a liquor store.
The assortment can combine alcoholic and non-alcoholic drinks. It need not include every beverage listed in the definition.
A liquor store focuses on alcohol with little or no non-alcoholic selection. A wine store has the narrower wine specialization.
