Combustion of garbage or another waste stream supplies energy that is converted into electricity. The waste serves as an energy input rather than merely being stored or handled at the site.
A waste burner that produces no electricity does not meet this particular generating use. Likewise, an ordinary garbage collection point is not a power plant.
