street
A named thoroughfare, held as a region so that addresses and buildings can attach to it.
A street is a named thoroughfare. It is carried in the region hierarchy so that buildings and addresses can be linked to it, not because it is a unit of government.
A street has no council, no population and no area in the sense the other types have. What it has is a name, a course and the addresses along it.
One named street can run through several municipalities and the name can repeat many times within a country, so a street is identified by its position and its municipality rather than by its name.
