A group of buildings which can include both complexes and individual buildings.

A cluster is the level above the complex. It groups complexes that belong to one planned area, and through them the buildings below those complexes. A cluster is always top-level and has no parent of its own.

Clusters are used where a development is too large to sit in a single complex and where its parts carry their own names. Lohas Park in Hong Kong is recorded this way: the cluster holds Malibu, Marini, Hemera and the other podium complexes, and each of those holds its own towers.

A cluster is a development, not an administrative area. Where the group is defined by a city boundary, a district or a postal area, use a region instead. Where one plan produced a single group of adjacent buildings with no further subdivision, that group is a complex and needs no cluster above it.

The sub-types differ by what the plan was for: housing, offices, industry, a waterfront site, or a deliberate mix of uses.
