A geographical subdivision of a country, usually below a state, province, or comparable regional tier.
A county is a geographical subdivision of a country, usually below the state/province level.
The unit is a territorial division rather than an individual settlement. A county can contain several towns or other populated places within its boundaries.
Its position depends on the country's own territorial structure. The usual state-or-province relationship does not require such an intermediate tier in every country.
