emirate
A territory governed by an emir, including each constituent member of the United Arab Emirates.
An emirate is a territory whose ruler holds the title emir.
In the United Arab Emirates, each emirate is a constituent member of the federation with its own local government. The federal constitution distributes authority between the federal institutions and the governments of the emirates.
A governorate is administered by a governor and does not derive its identity from rule by an emir. The title of the territorial ruler is the defining distinction.
