A self-governing Taiwanese city that remains within a county and has the status of a township.
A county-administered city is a self-governing urban municipality in Taiwan that remains within a county.
It has an elected mayor and representative council. Within the county structure it stands alongside urban and rural townships, while its legal class identifies its urban municipal form.
A special municipality is a higher local-government unit outside the county structure. An ordinary district of a special municipality is an administrative branch and lacks the same township-level self-government.
