The operation processes sugar obtained from plant material into a form ready for consumption and packaging. Sugar cane and sugar beets are usual sources.
Growing the crop is a separate agricultural activity. A confectionery plant using already prepared sugar makes a different food product and is not a sugar mill through that use alone.
