A sugar mill is an industrial plant where raw plant sugar, usually from sugar cane or sugar beets, is processed and made ready for packaging and consumption.
The operation processes sugar obtained from plant material into a form ready for consumption and packaging. Sugar cane and sugar beets are usual sources.
Growing the crop is a separate agricultural activity. A confectionery plant using already prepared sugar makes a different food product and is not a sugar mill through that use alone.
