A packaging facility is an industrial plant or space where any kind of inedible good is wrapped, sealed, combined with other material, or otherwise placed into any kind of packaging material in preparation for its further distribution and, usually, sale to consumers.
The goods are inedible, and the operation prepares them for distribution through packaging. Wrapping or combining items does not require manufacturing the goods themselves.
Packaging edible products belongs within food processing. Food and non-food packaging remain separate uses despite employing similar containers or equipment.
