A disaster control facility is a place where resources are mobilized for the protection of the population in the event of a natural or man-made catastrophe, and for assistance in recovery efforts.

The facility brings together resources for protecting people during a catastrophe. Natural events and human-caused disasters are both included.

Assistance with recovery belongs to the same use. The facility need not be limited to action during the immediate emergency.
