The land parcel tier is the bottom of the region hierarchy. It holds the individual plot: one entry in the land register, one owner, one boundary that a survey established.
Nothing is subdivided below it in this model. A building standing on the parcel is a structure rather than a region, and the parcel is where the geography stops and the property begins.
