Norwegian municipality

The official four-digit code identifying a Norwegian municipality in the register kept by Statistics Norway.

The municipality number (kommunenummer) is the primary key of the municipality register maintained by Statistics Norway. It identifies a place where the name cannot: Herøy and Våler each name two different municipalities, and only the code tells them apart.

The first two digits are the county number, so the code also states which county the municipality belongs to. 0301 is Oslo, 1103 is Stavanger in Rogaland (11), 4601 is Bergen in Vestland (46).

The 2020 local government reform renumbered the codes, so a code read from an older source may point at a municipality that no longer exists under that number.

Three of the merged counties split again in 2024, leaving 15 counties and 357 municipalities. A released number is not reused, so the re-established counties did not recover their old ones: Ostfold went from 01 to 31, Akershus from 02 to 32, Troms from 19 to 55. The same territory can carry three different numbers across 2019, 2020 and 2024, which is why a number is only unambiguous alongside the year it was published for. Statistics Norway publishes correspondence tables between the vintages.
