Latvian ATVK code
The seven-digit code identifying a Latvian administrative territory or territorial unit in the classifier kept by the Central Statistical Bureau.
The classifier is maintained by the Central Statistical Bureau and was re-established by regulation in June 2021. It covers 44 top-level units, being seven state cities and 37 novadi, alongside the towns and parishes inside them.
Seven digits, padded with leading zeros. The first two are always zero. The next two identify the top-level territory: 01 to 07 are the state cities, from Riga 0001000 to Ventspils 0007000, and 20 upward are the novadi. The fifth digit gives the kind of unit within its parent, 0 for the novads itself and other values for a town or a parish inside it. The last two are a serial.
The 2021 reform reissued the codes wholesale, so a value from before then needs the bureau's transition table: Adazi novads was 0804400 and is now 0023000. Note also that a code one tier down is easy to mistake for a municipality, since Adazi the town is 0023200 while the novads is 0023000.
