A centrally governed city is a Vietnamese city that forms a province-level administrative unit under the national government.
Its territory can extend beyond the continuous built-up city. Under the current two-level system, communes, wards, and special zones within it connect directly to the city-level government.
A municipality or city within another territorial unit remains subordinate to that unit. Central governance gives this city the same administrative position as a province.
