A row or set of attached homes built together or as part of a single development.

A rowhouse cluster is a group of attached homes, adjoining each other side-to-side, which are either built together or in stages as part of a single development. In the case of rowhouses, a building ends where it is not attached to any further house in the same development.

The homes share side boundaries and belong to one development. Construction in separate stages does not by itself divide the connected row into separate clusters.

Both physical attachment and the extent of the development determine the cluster. An adjoining house from another development does not extend the same cluster.
