This is different from an archive, where documents are organized and kept for their particular value; rather, document storage applies to places where rarely used or obsolete documents are stowed away, usually to save space elsewhere.
The documents are stowed away to reduce the space they occupy elsewhere. The definition includes files in any medium, without a paper-only restriction.
An archive organizes and retains documents for their particular value. A store of obsolete or seldom-used files does not become an archive merely because the files are old.
