The central commercial area of a town, delimited for planning or statistics rather than governed.

A town centre is the core commercial area of a town, delimited by a planning authority or a statistics office. It is a boundary drawn for measurement, not a unit with a council.

It sits inside the town it belongs to and never replaces it. A record for the center and a record for the town describe different areas and different populations.

The boundary is redrawn when planning policy changes, so a figure attached to a center carries the date of the delineation it was measured against.
