This is generally the owner or property manager, but depending on the development and leasing status of a property (among other factors), this may also lead to other responsible parties such as leasing agents or developers.
The number is selected for inquiries concerning the particular property. The responsible party can change with the development or leasing situation, so ownership alone does not determine the destination in every case.
The primary property number can reach a manager, leasing agent, or developer. It need not be identical to the general phone number used for all contact with that party.
