zone tier
The tier for named areas that cross the hierarchy instead of sitting in it.
The zone tier holds named areas that do not occupy a level of the administrative hierarchy: a named landscape, a business district, a part of town everyone recognizes, an area a programme applies to.
Such an area regularly crosses the boundaries below it, covering parts of several districts or several municipalities, which is exactly why it cannot be placed on a tier of its own between them.
The zone is where a place that people name but nobody governs is recorded. What kind of area it is comes from the division basis.
