A local community is a legally recognized submunicipal area through which residents take part in limited local self-government.
Its body can advise the municipality or perform duties delegated for the immediate area. The parent municipality retains general local authority and legal responsibility for matters outside that limited scope.
A municipality is an independent local-government unit. A neighborhood can exist through customary identity alone; a local community has a formal role created by law or municipal statute.
