A tornado damages or destroys all or part of a structure through its winds or material carried by those winds.
A structure is damaged by a tornado when a tornado strikes at least part of the structure with high winds or with material thrown by high winds, and causes total or partial damage.
Windborne material can cause the damage, so direct wind pressure on the structure is not the only qualifying mechanism. The damage can affect part of the structure or destroy it entirely.
Damage by wind excludes tornado winds. Damage by hurricane separately covers the tropical-storm events named in that definition.
