A monumental building is an enclosed structure whose form is dominated either by grand-scale interior spaces or by any number of prominent architectural appendages such as towers and domes. While a monumental building may have multiple internal floor levels, its general form is not primarily derived from a regular division by stacked floor levels. This does not include religious buildings such as houses of worship.

Large interior volumes or prominent appendages dominate the form. The object can contain several floors without taking its main shape from a regular stack of similar levels.

Halls and capitol-type buildings have large interior spaces or prominent central volumes. Religious houses of worship have a separate religious purpose despite possible similarities in form.
