Play areas are locations designated for any kind of play, including free play areas like playgrounds, as well as sites for games such as chess pavilions, paintball, laser tag, or other games (not including video games).
Play can be unstructured or follow the rules of a game. A playground and a chess pavilion can therefore have different arrangements within the same use.
The explicit video-game exclusion applies even where those games are recreational. Merely allowing occasional play in an otherwise unrelated space does not establish a designated play area.
