An object in the concept stage is a vaguely defined development plan without a final design or precise data announced yet. Information such as the number of floors, architect, and/or construction timetable may not be known yet, or may be given as a round or projected number.
Not every building goes through this phase, but when it occurs it precedes the proposed phase.
The information describes an early development intention rather than a settled design. Projected floor counts or timetables can indicate its anticipated form while important details remain unresolved.
