1st-level district
A stable, government-determined subdivision of a municipality, excluding transitory postal and electoral divisions.
A first-level district is a constant and government-determined subdivision of a municipality. The terminology applied to these districts varies from place to place: neighborhoods, boroughs, communities, quarters.
Official subdivisions cannot be based on transitory divisions such as postal codes or electoral districts.
The district is a continuing territorial part of the municipality. Its local name can vary without changing its relationship to the whole.
