A structure is damaged by bombing when an explosive device damages all or part of the structure in a fashion not determined by the owner's deliberate program of demolition. The bomb can be planted, dropped, projected, or set off nearby the structure by accident or by an act of terrorism, warfare, criminality, vengeance, vandalism, or any other motive which does not fit a regular program of approved demolition.
When damage is caused by an accidental explosion not involving a bomb, or by an explosion of unknown causes, the event should be classified as damage by explosion.
A known bomb can detonate accidentally and still meet this definition. The device need not be inside the structure if a nearby detonation damages it.
