Government entities include any whole or member parts of the legally authoritative ruling bodies of any geographic area.
The entity can be an entire government or one constituent body. Its jurisdiction can cover a geographic area at any governmental level.
A private contractor working for a government does not become part of the governing authority through that contract alone. The role concerns the authoritative body and its constituent organizations.
