This prohibition is normally accompanied by a prohibition on carrying opened food products, as the purpose of the policy is often to prevent messes and vermin associated with food scraps. The defining rule concerns eating. Carrying opened food products is often restricted too, but that additional restriction concerns possession rather than consumption.
