A civil engineer is a firm responsible for designing the roads, access ways, landforms, drainage, and certain utility infrastructures on a building's lot.

The design concerns the infrastructure of the building's lot. It includes the routes, groundforms, drainage, and relevant utilities described above, rather than only the load-bearing framework of the building.

A landscape building contractor executes groundforms and landscape features. Civil engineering provides the infrastructure design, while structural engineering concerns the framework and its loads.
