The governor can lead local administration or represent the central state, depending on the country. The term therefore identifies the governing office attached to the territory and does not establish one fixed tier.
An emirate is defined by an emir as territorial ruler. A province or department can occupy a comparable position, but its official class is independent of the governorate form.
