building population

The rough capacity of regular users of a building under normal conditions of full occupancy.

The population of a building is the total number of persons expected to occupy it at one time during maximum capacity. This figure includes only persons with a regular relationship to the building, either as workers, inhabitants, users, or visitors expected on a regular basis. It does not include guests of these persons or persons passing through unless one of the building's usages is designed with a calculable expectation of a certain number of guests or pedestrian traffic.

The figure is an expectation under full occupancy and includes people with a regular relationship to the building. A momentary count of everyone present is a different statistic.

A geographic population counts primary residents in an area. Building population also allows the regular workers, users, and expected visitors described above; incidental passersby remain excluded except where the intended use incorporates them.
